Cedric M. Bright, M.D., Speaker, House of Delegates

Cedric M. Bright, M.D. is a staff physician at the Durham Veterans Administration Medical Center (DVAMC) and an Associate of Clinical Medicine at Duke University School of Medicine.  He is a graduate of Brown University in Providence, R.I. where he earned a B.A. in Semiotics in 1985.  He received his M.D. degree from University of North Carolina School of Medicine in 1990.  Dr. Bright did his training in General Internal Medicine at Rhode Island Hospital, a Brown University affiliate, graduating in 1993.  He remained on the faculty as a director of the Notre Dame Ambulatory Center from 1994-1997. During his time there Dr. Bright was awarded citations for his work with a HIV/AIDS hospice by then Governor Bruce Sunlund and from then mayor of Providence Buddy Cianci.

In 1998, Dr. Bright accepted a position as a staff physician with the Durham Veterans Administrative Hospital, and a clinical appointment with Duke University School of Medicine. Presently, Dr. Bright is participating in a part-time general medicine Fellowship/Faculty Development Program at UNC, while maintaining his clinical and administrative responsibility at the DVAMC and Duke. 

Dr. Bright was a member of the Student National Medical Association while at UNC and became a member of the National Medical Association (NMA) in 1998.  Dr. Bright served as President of the Durham Academy of Medicine, Dentistry and Pharmacy from 1999-2002 and again from 2003-2004.  He is also a member of the Old North State Medical Society, serving as a member of the executive council and is presently the second-Vice President.  Dr. Bright also served as a NC delegate to the NMA House of Delegates for the past 5 years.  He was elected to the office of Secretary for the House of Delegates (HOD) in August 2004 and Vice Speaker in July 2005. 

Dr. Bright is a teacher, mentor, and role model for students at the Duke University Medical Center as well as at the North Carolina Central University where he serves as a preceptor for their Health Careers Summer Program.  Dr. Bright has been very active in his community serving as a president of the community board of directors for Lincoln Community Health Center.  He is on the community board of directors for the Durham County Hospital Corporation. He has volunteered his time on numerous other community agencies such as The Office of Minority Health and Health Disparities, Medical Review of N.C., UNC and Shaw University Collaborative Partnership, Society of General Medicine Health Disparities Task Force, and SGIM national CME committee.  His areas of academic interest include Hypertensive and Diabetic control and management, Health Disparities, Medical Education, cardiovascular disease, risk management and mentoring.

Dr. Bright served as Secretary of the House of Delegates from 2004-2005 and was elected Vice Speaker from 2005-2007. He became Speaker of the House in August of 2007.

Rahn K. Bailey, M.D., F.A.P.A. Vice Speaker, House of Delegates

Rahn Kennedy Bailey, M.D., F.A.P.A. is a double board certified forensic psychiatrist.  He completed his general psychiatric training at the University of Texas Medical School in June 1994.  Thereafter, he completed his forensic psychiatric fellowship at Yale University in June 1995.  He became board certified in general psychiatry in March 1998. In April 1999 he achieved board certification in Forensic Psychiatry.  He currently holds a position of assistant clinical professor of psychiatry at the University of Texas Medical School in Houston and is the CEO/Medical Director of Bailey Psychiatric Associates. 

Dr. Bailey has been featured live on MSNBC Television, as well as on CNN, and local TV/ Radio, discussing Psychiatric Treatment, the Insanity Defense and Violent Criminal Behavior.

Dr. Bailey served as Secretary of the House of Delegates from 2006-2007 and was elected Vice Speaker in August of 2007.

Kevin H. McKinney, M.D., Secretary, House of Delegates

Kevin H. McKinney, MD., is currently an Associate Professor of Internal Medicine, Division of Endocrinology, at the University of Texas Medical Branch (UTMB) in Galveston, Texas. After undergraduate work at the University of Texas at Austin, Dr. McKinney completed medical school, an internal medicine residency, and an endocrinology fellowship at UTMB Galveston.

Dr. McKinney directs the Adults Clinical Endocrinology program at UTMB. His honors include recognition as one of the Outstanding Young Men of America, the Chairperson’s Award from the Student National Medical Association, the Martin Luther King Jr. Service Award, and the Best Physician in Region V from the National Medical Association.

Dr. McKinney was elected Secretary of the House of Delegates in August of 2007.
